I agree that social standing is not essential. The point is whether Mr. Boulton is professionally capable. As to that, there seems to be little doubt.
As proposed above, the first reference is to CO. regarding Mr. Boulton's abilities. We plead not to raise the salary as in 236H, as the class of men required is different. I think it would be expecting too much to give them over £600. There would be a risk that the Agents would ask the Secretary of State to consult Mr. Chadwick as to whether Mr. Boulton is fit to be Assistant Director, letting them have a copy of the confidential despatch.
I fully recommend, if not whether they should appoint a man at £600 to £720. I think this is rather a special case.
